Enhanced Tag Management: Custom Tags, Project Owners, and Department Tags

Based on all the feedback we have received on tags in Reference Projects and CVs, we've completely redesigned the tag system's appearance and functionality.

Some of the changes done to the tags:

• The tags are now grouped, taking up less space, and allows for better overview and more control.
• You can now add or remove tags to a specific group, making it easier to manage.
• You can add mulitple tags at once for a specific group, you no longer have to go through the add tag modal every time.
• The UI is given an overhaul using our new Flowcase design system, which are designed to be fully ARIA compliant.
• Delete confirmations added to all custom tags to prevent accidental removal

This update represents the first wave of improvements using our new FlowCase Design System. You can expect to see similar enhancements throughout the application, starting with CV tag management, which will receive these same improvements soon.
